
Elizabeth “Libby” Horwitz, a Havertown resident, is a Senior Housing and Economic Planner at the Chester County Planning Commission, where she plays a crucial role in shaping the region’s housing landscape.
Born in Philadelphia and raised in Havertown, Horwitz has traveled the world but ultimately returned home to be closer to her family. Her passion for community development began early, and her first job was as an Assistant Hebrew School Teacher at Beth David Reform Synagogue in Gladwyne at just 13 years old.
Horwitz’s educational journey reflects her commitment to urban planning and community development. She attended Friends School Haverford and Germantown Friends School before beginning her undergraduate studies at Tulane University. After evacuating due to Hurricane Katrina, she transferred to Cornell University, where she earned a bachelor’s degree in Urban and Regional Studies. Her desire to make an impact led her to serve in the Peace Corps in Albania before pursuing a master’s degree in City Planning at the University of Pennsylvania.
In her role at the Chester County Planning Commission, Horwitz works to promote diverse and affordable housing options, advocating for zoning best practices, collaborating with housing organizations, and conducting critical data analysis. She is particularly proud of her work in shaping her position and launching the A+ Homes program, an initiative aimed at ensuring a variety of housing options for Chester County residents.
“I am lucky to work with a great group of people and know that I am working towards creating positive change in the county every day,” said Horwitz.
Her career has been shaped by influential professors, supportive friends and family, and inspiring supervisors and peers. Outside of work, she enjoys Levante Brewery for drinks and Ground Provisions for food.
Horwitz and the rest of the 2025 Class of VISTA NextGen Superstars will be honored at the Awards Reception & Celebration on Thursday, May 8 at the Penn State Great Valley Conference Center.
