Best Foot Forward: State’s Failed Bid for Amazon’s HQ2 Included $4.6 Billion in Incentives

Pennsylvania was willing to provide Amazon with $4.6 billion in financial incentives to convince the e-commerce giant to bring its HQ2 to the state, writes Natalie Kostelni for the Philadelphia Business Journal.

According to a proposal letter sent to Amazon last year by Dennis M. Davin, head of Pennsylvania’s Department of Community and Economic Development, $4.5 billion would have been provided through a new performance-based grant program. This “would be formulated on revenue collected from personal income tax and for a period of up to 25 years.”

The letter, along with one from Gov. Tom Wolf, was released by the state after Amazon announced it would split its HQ2 between New York and Arlington, Va.

The letter explained that the new program would have been available to all qualified businesses throughout the state. The additional $100 million would come from the state’s commitment to fund transportation improvements.

The proposal was supported by the Philadelphia School District and City Council, as the jobs it created would have boosted the area’s economy over the years.
