Chester County, one of the three original Pennsylvania counties created by William Penn in 1682, has the following open career positions.

Human Services Fiscal Officer

The County of Chester Human Services seeks a Human Services Fiscal Officer to oversee the financial operations of all 7 human service departments with a total budget of approximately $180 million and 26 positions. Key responsibilities include oversight, coordination, quality assurance, staff allocation, training and technical assistance to ensure that best practices are used for financial processes, recordkeeping, budgeting and reporting.

Candidates should have a Master’s degree in Finance, Accounting or Business with 5 years of job-related experience; or 10 years of job-related experience with a Bachelor’s degree in Finance, Accounting or Business and at least 2 years of health care or human services experience, preferably in a government setting. Strong working knowledge of Generally Accepted Accounting Procedures (GAAP), Generally Accepted Governmental Accounting Standards (GAGAS) and of Governmental Accounting and Governmental Best Financial practices a plus.

Real Estate Appraiser

The Department of Assessments seeks a Real Estate Appraiser II to assess the value of residential and light commercial/industrial properties as well as developments and subdivisions in an assigned geographical area so that all property in Chester County is listed and assessed.

Candidates should have a driver’s license and strong customer service and computer skills as well as C.P.E. (State Assessor Certification) with two to three years of experience.

Planner

The Planning Commission seeks a senior-level transportation planner to provide professional consulting services to local municipalities, development of transportation plans and policies, and County representation in regional transportation forums. This position is responsible for the successful management of planning projects, supervision of project team members, and to assist in the development of future work program activities.

In addition to a Master’s Degree in Planning, Geography, or a related field and 5 years of applied transportation planning experience or an equivalent combination of education and experience, candidates must demonstrate a high competency level in all aspects of transportation planning, programming, and project implementation.
