According to a report from Bloomberg, Pennsylvania is currently the frontrunner for Apple’s new U.S. campus, write Urvaksh Karkaria and Alison Burdo for the Philadelphia Business Journal.

The new campus is part of the company’s $30 billion plan to create around 20,000 jobs in the U.S. over the next five years. It would initially house customer tech support employees.

Apple is not taking a bidding-war approach for its new site. The iPhone creator said it has already narrowed its focus, and confirmed it has already ruled Texas out for its next corporate campus.

Bloomberg and Moody Analytics have based their analysis on factors such as human capital, tax incentives, and existing Apple facilities.

Philadelphia and Pittsburgh are potential sites for the new campus, according to Bloomberg. In fact, Philadelphia ranked highest in human capital and transportation.

The new report also points out that Pennsylvania may have a better shot at landing the new Apple campus than Philadelphia has in getting Amazon’s second headquarters. The City of Brotherly Love has now been placed at the bottom of the current list of 20 cities for Amazon’s HQ2 by The Wall Street Journal.
