Financial Analyst

This position assists assigned departments with processes, procedures, and strategies for budget development, implementation, and control. He/she prepares and presents budget and financial analysis to management and interprets and applies financial problem-solving tools and techniques. The person administers programs such as cost allocations, cash management, revenue forecasting, grant management, debt administration, and more.

The ideal candidate will possess a bachelor’s degree in accounting, finance, business administration, or public administration. He/she will have five to seven years of related experience and/or training. The person will be able to understand and apply appropriate accounting and budgeting principles to county funds.

Application Developer

This position performs system design, development, implementation, installation, and maintenance. He/she provides production support of assigned applications, including problem solving, patches, and fixes. The person performs data conversion tasks using comprehensive extraction scripts, data relationship analysis, data validation, and makes a plan to address data issues.

The ideal candidate will possess a bachelor’s degree in computer science. He/she will have a minimum of three to five years of development experience. The person will have skills in a variety of programming languages, including Visual Basic.NET, XML, HTML, JavaScript, CSS, and SQL. He/she will have knowledge and skills with databases, web design, and more.

Auditor

This position conducts thorough annual financial audits of the Chester County Row Offices, District Courts, and other county agencies. He/she maintains compliance with a variety of standards, including Government Yellow Book, PA County Code, IIA Standards of Conduct, IIA Code of Ethics, conflict of interest, and confidentiality.

The ideal candidate will possess a bachelor’s degree in accounting. CPA, CIA, or CFE certification is a plus. He/she will preferably possess one to two years of internal audit and/or government audit experience. The person will have excellent interpersonal, communication, analytical, and writing skills.
