
Dr. Meaghan Harper has built her career around improving systems so people can do their best work, and ultimately, deliver better care to patients.
As a Senior Process Improvement Advisor at Penn Medicine Chester County Hospital, Harper analyzes healthcare workflows to identify ways to reduce wasted time, effort, and costs while improving outcomes. And her work relies heavily on data and collaboration, as she uses data analysis to support making process change decisions and then monitors those changes over time to determine success.
But what Harper enjoys most are the moments when teams step back and see the bigger picture.
“I most enjoy those ‘a-ha’ moments when a multidisciplinary team gathers together and sees how their workflows truly interact for the first time,” she said. “It puts their roles into perspective and challenges assumptions.”
Harper’s path to healthcare leadership began with a strong academic foundation and a commitment to service.
She graduated cum laude from the University of Maryland, Baltimore County with a bachelor’s degree in Biological Sciences and minors in Psychology, Music, and Honors Studies. She later earned her doctorate in Physical Therapy from the University of Delaware.
While pursuing her education, Harper also served as a Staff Sergeant in the Maryland Defense Force military band, combining her passion for music with military service.
Continuing to expand her professional expertise, Harper earned both Certified Associate of Healthcare Information and Management Systems (CAHIMS) and Project Management Professional (PMP) certifications in 2025.
One of Harper’s proudest professional accomplishments has been helping implement a new secure text messaging system at Chester County Hospital — a change that significantly improved communication across departments.
The transition required coordinating training, ensuring system access, and establishing expectations for use across the organization.
Harper also led data collection before and after implementation to measure its impact.
“It was challenging but a great learning experience,” she said. “From there, I’ve helped define and expand its use for different purposes, especially supporting the lab.”
In addition to her process improvement work, Harper is deeply involved in fostering inclusion at the hospital.
She serves as Co-Chair of BRIDGE (Building Respect, Inclusion, Dignity, Grace, and Equity), an initiative focused on celebrating cultural diversity and strengthening connections between the hospital and the surrounding community.
Through partnerships with local organizations and creative celebrations of cultural traditions, Harper helps ensure staff members feel welcomed and valued, and she credits much of her professional growth to mentors who saw her potential early on.
“My current and previous managers, Athena Fernandes and Denise Karl, both saw potential in me and mentored me,” she said. “Athena has been instrumental in guiding my decision-making capabilities and showing me what I am capable of accomplishing.”
Today, Harper lives in Coatesville and enjoys exploring local cultural spots. One of her favorite places in the county is People’s Light, where she and her family often attend shows. A perfect night out usually includes dinner at Sutao Cafe before heading to the theater.
When she’s not working or exploring Chester County, Harper dreams of traveling and plans to one day hike between bed-and-breakfasts through Ireland and Scotland and experience the culture of Japan.
