Members of the public were able to hear directly from Fleck Eckert Klein McGarry, the West Chester-based law firm that investigated Chester County’s 2025 Election Day poll book failure, during a presentation hosted by the Chester County Board of Elections, writes Kenny Cooper for WHYY.
The firm found that an unnamed election worker had mistakenly selected the option labeled “only voters for the major parties” when setting up the poll books.
“Bottom line is this appears to be a human error in clicking the wrong box for a general election,” said Sigmund Fleck, an attorney with the firm. “That box should not have been checked for a general election. The box that was checked should only be used during the primary.”
The report also points to several contributing factors, including limited supervision, inadequate training, high staff turnover, insufficient system safeguards, as well as a lack of verification controls.
Emotions were running high during the meeting, as some attendees called for more accountability.
“This is not the end,” said Commissioner Eric Roe. “There’s still time for accountability and improvement.”
