“Tonight, the numbers are clear,” said Deuso on election day. “We won. Voters chose hope, decency, and a community where every neighbor matters. I am honored to be elected as Pennsylvania’s first openly transgender mayor. I carry that responsibility with care and with purpose.”

Downingtown, with a population of about 9,000, is governed by a six-member council. The mayor is responsible for casting tie-breaking votes, overseeing police and fire personnel, and performing ceremonial duties.

Sitting Mayor Phil Dague, a Democrat, declined to run for another term, opening the door for this historic achievement.

Deuso earned the endorsement of the local Democratic Party and defeated challenger Barry Cassidy in May’s primary. Her campaign emphasized housing affordability, domestic violence, and teen suicide prevention, rather than focusing on her identity.

“This victory is not about one person,” she said. “It is about what happens when people choose progress over fear, facts over noise, and results over excuses. Leadership can be compassionate, practical, and focused on what works.”
