Coatesville-Based Nonprofit Receives Investment from William Penn Foundation

Chester County OIC has been chosen as one of 19 nonprofits to receive funding through an $8.35M workforce development investment led by the William Penn Foundation, Comcast, and partners to support job training, reintegration services, and economic mobility.

The Chester County Opportunities Industrialization Center Inc. (CCOIC) has been selected as one of nineteen nonprofit organizations to share in a regional workforce-training investment of $8.35 million, announced by the William Penn Foundation (WPF) in partnership with Comcast Corporation and other local funders.

This investment targets the Greater Philadelphia region and is designed to support more than 4,100 job seekers and engage more than 100 employers, with the aim of strengthening career pathways in growth sectors by combining paid training with wrap-around services such as transportation, childcare assistance, and case management.

Within this initiative, Chester County OIC will provide supportive services to participants in its workforce reintegration and adult education programs. These services include case management, childcare assistance, and transportation supports, helping reduce barriers that often prevent capable adults from completing training and securing meaningful employment.

The investment is part of a broader $20 million public-private strategy to improve economic mobility in the region. According to the William Penn Foundation, the focus is on ensuring that training programs align with local labor-market demands and reflect inclusive hiring practices, particularly in sectors such as enterprise digital solutions, materials machining & fabrication, and biomedical/life sciences.

By participating in this collaborative funding effort, Chester County OIC and its peers aim to support not only credential attainment and job placement, but also the kinds of logistical and financial supports that make success realistic for adults navigating employment transitions.
