
Jessica E. Shultz-Sibley, a Senior Manager of Government & Regulatory Affairs at Comcast, is making a significant impact in Delaware, Chester, and New Castle Counties through her leadership in franchise negotiations and outreach to municipal, county, state, and federal officials.
Born in Williamsport, Shultz-Sibley grew up in Laporte, Sullivan County, a place she describes as beautiful and formative in her early years. Her first job at The Sweet Shoppe at just 14 years old, waiting tables and scooping ice cream, was her introduction to the workforce.
Shultz-Sibley’s academic journey includes graduating magna cum laude from West Chester University (WCU) in 2010 with a bachelor’s in Communications Studies. She is currently pursuing a master of Public Administration (MPA) degree, demonstrating her ongoing commitment to leadership and public service.
At Comcast, she thrives on the variety her role offers, engaging with different people daily while actively serving on government affairs committees for various Chester County and New Castle County chambers of commerce. She also holds an advisory board position with The Delaware County Veteran’s Memorial and serves on the Board of Directors for the New Castle County Chamber of Commerce.
One of her proudest accomplishments is leading the Freedom Chapter of the Veterans Network at Comcast, a cause close to her heart as the daughter and stepdaughter of Vietnam War veterans. Among her many contributions, Operation Old Glory stands out — a program that mobilizes Comcast employees to replace worn or tattered American flags in the community free of charge. Under her leadership, over 1,500 flags have been replaced across Southeastern Pennsylvania, New Jersey, and Northern Delaware, and she has helped expand the program nationwide.
Shultz-Sibley credits Caitlin Ganley and Stephanie Kosta, two strong female leaders at Comcast, as key mentors who have shaped her career and personal growth.
When it comes to Chester County favorites, she holds Más Mexicali Cantina close to her heart, as it’s where she met her husband 14 years ago. Iron Hill Brewery also holds special significance, as one of the first restaurants she visited while touring WCU’s campus, later becoming the venue for her wedding rehearsal dinner.
Shultz-Sibley and the rest of the 2025 Class of VISTA NextGen Superstars will be honored at the Awards Reception & Celebration on Thursday, May 8 at the Penn State Great Valley Conference Center.
