Detroit native Jeanne Franklin is the Public Health Director with the Chester County Health Department.

Franklin, who earned both a bachelor’s degree in Sociology and a master’s degree in Public Health from the University of Michigan, credits two people with having the biggest impact on her career.

“My sociology professor introduced me to the world of public health,” she said. “Also, the owner of a company I worked at while attending college showed me what it meant and looked like to be a leading female professional.”

Franklin described her proudest professional achievements.

“Transitioning from federal-level public health to local public health enabled me to serve as the director of the Chester County Health Department,” she said. “I’ve been able to lead a diverse team through the toughest public health event of our lifetime (COVID-19) by focusing on the science and data to make decisions even when public or political rhetoric reached new heights.”

Franklin shared her perspective on what makes a successful leader.

“Successful leaders are those who are relatable, transparent, and honest,” she said. “They listen well, put those they lead ahead of themselves, and continue to show up. I try to inspire others by willingly and openly listening to their aspirations and motivators and recognizing strengths they may not see in themselves.”

Of the 12 Principles of the Scout Law — Trustworthy, Loyal, Helpful, Friendly, Courteous, Kind, Obedient, Cheerful, Thrifty, Brave, Clean, and Reverent — Cheerful resonates the most with Franklin.

“There are enough things happening in our world and personal communities that are less than cheerful, so it is important to focus on what is cheerful and happy,” she said. “Simply saying hello to someone can make all the difference!”

The Chester County Council, Boy Scouts of America will honor Franklin and the 11 other BSA VISTA Leadership Megastars at an awards reception on Wednesday, Sept. 20 at its new Program, Activity, and Resource Campus (PARC) in Exton.
