Weekly Newspaper in Southern Chesco Details How Former Manager Defrauded Kennett Township

In an investigation for the Chester County Press, a small weekly newspaper in southern Chester County, reporter Richard L. Gaw has detailed how Lisa Moore used deceit, devices, and trickery to embezzle $3,249,453 from Kennett Township during the eight years she served as township manager.

Starting as clerical manager, Moore quickly rose through the ranks at the township to be appointed as its manager in 2010. As part of her new role, she was in charge of overseeing the township’s daily business and its financial operations, including employee compensation. She also had primary control over access to the QuickBooks accounting software used by the township to record financial transactions.

During that time, she also served on the Kennett Area Economic Development Board.

The investigation into her actions began in April, after the township received a call from Capital One’s fraud department regarding a suspiciously large transaction. Kennett police were contacted and soon uncovered many more suspicious transactions.

It was then found that, among other things, Moore had used a fake-signature stamp of Scudder Stevens, the chair of Kennett Township’s Board of Supervisors, to approve overtime for herself.

Finally, after eight months of investigation, Moore was arrested on Dec. 10 and charged with 115 felony crimes.
