When it comes to the redistribution of state taxes, Chester and Delaware counties are among the counties that receive the lowest returns from grants and subsidies, writes Tom Ferrick Jr. for the Pennsylvania Capital-Star.

There are many ways taxes collected by the state are returned to the counties they were collected from. Some pay for state services rooted in the counties, such as Pennsylvania State Police and the Departments of Transportation. In 26 counties, state government is one of the top three employers.

However, the majority of state tax money is returned directly to counties, school districts, and local governments through a variety of grants and subsidies. Those are usually determined by formulas and, in some cases, political whimsy.

In Pennsylvania, 40 counties get more than they give, while 27 receive a lower return.

Chester County tops the list of counties with low returns, with per capita taxes of $2,216 and per capita grants of $887, or around a 40 percent return.

Delaware County fares somewhat better. Residents pay an average of $1,686 per capita taxes and receive $1,278 in grants per capita, which comes out to 76 percent return.
