Uwchlan Township to Decommission Eagleview Wastewater Plant After Repair Costs Soar

A wastewater treatment plant that has served Eagleview for three decades may soon be history following a skyrocketing increase in repair costs, writes Brooke Schultz for The Philadelphia Inquirer.

Uwchlan Township supervisors are expected to vote next month on a proposal to decommission the Eagleview Wastewater Treatment Plant. The decision would kick off a roughly two-year process to redirect wastewater flow to the Downingtown Area Regional Authority, which currently handles most of the township’s sewage.

The decision has been years in the making. The plant was originally built and operated by Hankin Group as part of Eagleview’s development, the 800-acre mixed-use community near Exton that has become one of Chester County’s most recognizable addresses.

Uwchlan Township stepped in to take over operations about 20 years ago, and complications have continued ever since.

The clearest sign the plant’s time was up: a single tank repair that started as a $100,000 fix and crept past $1 million.

Township Manager Bobby Kagel didn’t mince words. “It just underscores the importance and the need to decommission this treatment plant,” he said.

If the change is approved, a new pump station and force main line will be built at the existing station to divert the flow. The Eagleview plant will then completely cease operations.

The full project carries a price tag of about $3.6 million. Hankin Group will shoulder most of the cost, with a $500,000 state grant picking up the rest.

Township officials say the regional system already has the capacity to absorb the additional volume.

If the Pennsylvania Department of Environmental Protection signs off, the work could wrap up by 2028.
