Counties were scored based on performance across the four measures, with scores from 1 to 100.

Thanks to a safety score of 87 and scores of 75 in both education quality and policy support, Chester County ranked among the highest-scoring counties. Affordability was its weakest category, with a score of 49.

Neighboring Montgomery County scored slightly lower but remained high, with 82 in safety, 75 for policy support, 74 in education quality, and 46 in affordability.

Bucks County scored similarly, with 85 for safety, 75 in policy support, 71 in education quality, and 50 in affordability. Delaware County came in the middle, with 75 for both policy support and safety, 66 in education quality, and 51 in affordability.
