The historically Black university in Chester County is currently waiting to receive $19 million in Commonwealth funds, which are part of a $642 million package that has been earmarked for four state-related schools.

The funding for this year has been frozen since June. After Gov. Josh Shapiro proposed a funding increase for the state-related schools, the Pennsylvania House passed the funding bill. However, that bill still needs to be approved by the Senate. Until then, the schools will have to wait for their funding.

“For us, the delay really hits us because it’s our operations,” said Lincoln President Brenda Allen. “And so we manage with any cash that we have sitting around. These days — not a lot of cash is sitting around.”

The students expect to arrive in Harrisburg on Monday when the Senate is back to work. They intend to rally on the Capitol steps to emphasize the urgency of their need for funding.
