Builder Eli Kahn Plans Apartment Complex for Former Rubinstein’s Site in West Chester

Builder Eli Kahn is planning to construct an apartment complex on the former site of office supply and furniture store Rubinstein’s in West Chester, writes Bill Rettew for the Daily Local News.

Kahn submitted plans to the borough to demolish the buildings currently standing on the site and develop a 60-foot-tall structure that would have four stories of apartments with approximately 219 units. The proposed structure would be S-shaped, which would allow for green space and natural light.

The plans call for 39 two-bedroom units and 162 one-bedroom apartments, along with 19 studios. The planned amenities include a pool, putting green, and a bocce court.

Since the building is located within a “floodplain hazard zone,” as the plans indicate, no housing units would be built at ground level.

Several items regarding the planned building were discussed during last week’s planning commission meeting. These include the possibility of altering an underground L-shaped storm-water pipe that carries the creek and is currently at a 90-degree angle.

The plans got an unofficial stamp of approval from a key advocate. “I have a very positive feeling for this project,” said Allen Burke, Chester County Regional Planning Commissioner.
