Chester County Election Officials Turned to County Solicitor to ‘Develop a Playbook’ for Last Election

Bill Turner, Chester County’s deputy director for emergency management, is one of the many election officials in the region who have faced unprecedented challenges during the last election, write Marie Albiges and Tom Lisi for The Philadelphia Inquirer.

Turner took the position in August after being asked to replace Sandra Burke, who resigned just 15 months into the job. Since he had no training in the world of elections, he relied heavily on other staff in the office who were also getting accustomed to new and ever-changing guidance.

“It was very difficult for us to constantly shift our approach and adapt on the fly,” he said.

They all often turned to the county solicitor for legal advice on how to implement the recently passed voting law.

Turner also sat down with the county solicitor to “develop a playbook” for the election, since Pennsylvania did not have one.
