There’s a master plan now to develop 100 acres of riverfront land surrounding Subaru Park in Chester, writes Natalie Kostelni for the Philadelphia Business Journal.

The Riverfront Alliance of Delaware County released the plan Tuesday for revitalizing an area from Highland Avenue to Norris Street. It covers the soccer stadium area and nearby Wharf building.

“Many cities would kill to have this,” said Tom Shoemaker, Pennsylvania president for TD Bank and chair of the Riverfront Alliance about the riverfront and park. “This plan is just the first step along the way.”

The plan calls for:

• improving public transit, cycling, and pedestrian walkways along Rt. 291, extending the East Coast Greenway
• enhancing Barry Bridge Park and the riverwalk trail, developing public spaces on the water front for retail, boating and recreation
• storm water management to mitigate climate change and rising sea levels, along with developing natural landscapes, shading, and more plantings
• leveraging local and outside investment
• improving the public perception of Chester

The multi-phased plan aims for one cohesive year-round waterfront for tourists and residents, similar to Penn’s Landing.

Road improvements, designing a riverfront park, and a public art program will kick off the development.
