Downingtown native Josh Maxwell, who previously served three terms as the borough’s Mayor, was recently sworn in as a Chester County Commissioner.

Maxwell, who earned a bachelor’s degree in Political Science from West Chester University and a master’s degree in Public Administration from the University of Pennsylvania, credits the late James McGowan as having the biggest impact on his career.

“Before he retired, Chief McGowan was the police chief in Downingtown for my first two terms,” said Maxwell, whose first job was as an usher at a movie theater. “I was his boss, and he was my mentor. I ran every life decision I had by him, including going to graduate school and running for County Commissioner.”

Maxwell’s proudest professional achievement is helping to coordinate stakeholders to advance the Downingtown Train Station project.

“It’ll bring a top-tier Amtrak/SEPTA transportation asset and the Chester Valley Trail to Downingtown’s downtown,” he said. “It’ll increase the total value of the community by 17 percent.”

Maxwell’s favorite Chester County restaurant is the Station Taproom in Downingtown.

“They have some of the best sandwiches around,” he said, “and my wife and I like to go there after a long week and relax.”
