Chester County’s Chrissy Houlahan, a former Air Force officer, is one of 10 new Democrats in Congress who have formed a tight bond after serving in the military or intelligence agencies, writes Jennifer Steinhauer for The New York Times.

All of these newcomers defeated Republicans in difficult races last year. Their backgrounds in the military, which emphasizes nonpartisanship, ensured that they are among the most moderate members of their caucus, but has occasionally put them against their own side.

“I don’t know how I would be here without them,” said Houlahan. “Each of us has broken with the party for different reasons. It’s nice to have a smaller group to talk to about what this all means.”

The group also gravitates toward each other on bills and other legislative matters. During the government shutdown, Houlahan and Elissa Slotkin, a Democrat from Michigan and former C.I.A. analyst who served three tours in Iraq, wrote a measure to protect federal workers in the future.

“We made the choice to focus on Congress and made Congress like a mission,” said Slotkin.
