Program Championed by Chester County Pol Sets Up Children with Seed Money for College

A program championed by State Rep. Duane Milne of Chester County sets up Pennsylvania children with seed money to start college savings accounts, writes Jan Murphy for the Harrisburg Patriot-News.

Milne, together with State Sens. Vince Hughes and John Gordner, presented legislation to create the Keystone Scholars program that was signed into law by Gov. Tom Wolf last week. It creates a college savings account for the 140,000 babies born annually in Pennsylvania and those adopted by state residents, and deposits $100 into each account.

According to Mark Kantrowitz, publisher and vice president of research for SavingForCollege.com, these programs have proven to have impact in other states and cities.

“It’s setting up an expectation that the child is going to go to college,” he said.

Research has shown that children with even small college savings accounts are seven times more likely to enroll in and graduate from college.
