Philadelphia Keeping Its Offer to Amazon Under Wraps

Philadelphia has not yet disclosed the incentives it will offer Amazon if the e-commerce retailer locates its second headquarters in the city, writes Natalie Kostelni for the Philadelphia Business Journal.

The city responded to a Right-to-Know request from the PBJ with a heavily redacted, 108-page document. The only readable information was publicly-accessible demographic data and similar statistics.

Philadelphia is not the only city keeping its offer to Amazon secret. According to Good Jobs First, a nonprofit that tracks state- and municipality-offered incentives, most of the other shortlisted cities have also not disclosed their financial incentives.

Earlier this month, the nonprofit released a report the incentives offered by the 20 cities on the shortlist. It estimates that Pennsylvania offered $1 billion in unspecified tax breaks, but any incentive package would still need to be approved by the legislature.

The group also estimated that Philadelphia has offered $2 billion in the form of a 10-year exemption from business net income tax.

So far, the only two states that have been open about their offers to Amazon are New Jersey and Maryland.
