The County of Chester, with over 2,600 employees but which, according to its own 2013 Annual Report, spends on average of just $234 per county resident every year, roughly $150 below the average expenditure per resident of all Delaware Valley-based counties, has the following Chester County jobs listed on its career page:

Accountant II

Chester County’s Treasurers Department seeks an Accountant II to be responsible for the daily balancing of cash receipts, input journal entries, and upload cash drawers.  Once hired, the accountant will serve as the point of contact for cash drawer processing, assist in strengthening internal controls and procedures and resolving reconciling discrepancies.

The successful candidate will have a Bachelor’s degree in Accounting, Business Administration or an equivalent combination of education and experience, at least two years of experience as an accountant, and have a general knowledge of Pennsylvania Escheat Regulations and GASB requirements. He or she will be accurate and detail-oriented, possess excellent verbal and written communication skills, have a strong working knowledge of budgets, spreadsheets and interpreting audits and possess the ability to maintain confidential information and handle confidential matters. Conservation Program Representative

The Conservation District has an opening for a Conservation Program Representative who will work actively with County farmers to promote sound conservation practices and management to bring them into compliance with environmental regulations while providing a benefit to the landowner. In addition, the Conservation Program Representative will provide agricultural technical assistance to neighboring conservation districts in order to conserve soil, and to protect and enhance natural resources. They will be responsible for developing and reviewing mushroom farm environmental management plans (MFEMP’s), conservation plans, etc and will assist in training new resource conservationists with MFEMPs and overseeing college interns.  The Conservation Program Representative will be responsible for growing the District’s 501(c) 3 by seeking funding through grants as well as non-traditional sources of funding.

The selected candidate will hold a BS degree in environmental science or a natural resources related field, have strong mathematical and analytical skills and have the following certifications; Certified Conservation Planner, Final Certified Act 38, and have USDA Engineering Job Approval. The candidate must have a valid driver’s license. Direct experience with the agricultural industry and bilingual capabilities are desired.

Employee Relations Manager

Chester County’s Human Resources department has an opening for an Employment Relations Manager to be responsible for coordinating employee-related programs, resolving employee relations problems, and gathering information on employee’s attitudes to facilitate employee satisfaction. Once hired, the Employee Relations Manager will assist with the investigation and resolution of employee grievances and oversee the process of responding to complaints.

A Bachelor’s degree or equivalent combination of education and experience and five to seven years of Human Resources experience is required to apply for the position. In addition, candidates should possess excellent listening, verbal and written communication skills. and have the ability to interface effectively with all levels of county management. A strong understanding of Human Resource guidelines (FMLA, FLSA, employment guidelines, etc.) is a must. A valid driver’s license is required.
